What does writeconfig do?
writeconfig is the SystemAdministration.framework system XPC that applies privileged configuration changes on behalf of entitled Apple tools—user and group accounts, Sharing, firewall configuration, and related files. System Settings and sysadminctl start it when those admin changes need to be written. You need it for those settings to save; quitting mid-change can leave an update incomplete until relaunch.
