What is configd on Mac?

What does configd do?
configd is the System Configuration daemon: it maintains desired and current system configuration (especially networking), notifies apps of changes, and hosts configuration agent bundles. It is a core launchd service. Quitting breaks network configuration and System Configuration clients—do not quit.
Is it safe to quit configd?
